500cc Can That Be Turned Into A Learner Legal Bike

How are you supposed to buy a motorcycle with learners permit only?

u can still buy a bike with a permit. u just wont be able to do any test rides from dealers without the endorsement. just take the title to the dmv like u would a car, and u'll get the plates and registration. and u dont need to be on a bike to do it. just go over in the car. u cant ride a bike on the street without plates on it anyway.
for u to ride ur own at the msf course, it has to be no bigger than 500cc's. if the bike is over that, it's a no-go. those under 18 is required to take and pass the msf course anyway. pass the msf, and u'll get green lighted to get the endorsement.

for permit riders, the rules of engagement is simple: item 1.....NO PASSENGERS. no night riding, no riding in congested areas, no interstate riding. in ohio, permit riders are required to wear a helmet, and also is required for the 1st year after getting the endorsement. but for ny state, that's moot.......ny is a manditory helmet law state. u can ride by urself or with a group, but until u have the endorsement, ur not allowed to ride passengers.

Can you recommend a 50cc motorcross road legal motorbike for a 16 year old?

Yamaha used to make a dual sport DT50 in 1988 to about 1992. It was road legal here in Canada, not sure if it was in the US. In no way was it a motocross bike, but it would go off road and was often used as a learner bike in safety schools. It was a bit smaller than a full size bike (about 7/8's) and having a CRF230 now its not much different in size. There might be something like a Beta or other smaller Italian make that has/had a 50 on off road that was road legal. Yamaha still makes a few 50's in other markets, including a nice super motard style. My bike is black and yellow, not the ugly blue in the picture link below.

cc is for cubic centimeters which refers to the displacement of the engine or the engine size. theoretically, the higher the displacement, the more power produced, the faster the motorcycle goes.
