Its a combination of both. CPUs are costlier than RAM. At the same time CPUs have a higher clock frequency than RAM, so the CPU can "crunch numbers" faster than the RAM access time (time taken to access a data or an instruction word from the memory). So having a very fast CPU but less memory doesn't make sense (plus, its expensive) because the CPU won't have anything to crunch on of data or instructions can't be fetched from the memory faster. Considering the speed-cost parameters, the best option is to have a slightly slower CPU but more RAM.
