Am I protected by Paypal claims if I buy off Kijiji but pay with paypal?

Well, Im sorry to say it but your money may have been lost. Kijiji is made to buy stuff by going to the seller's place and checking them and then decided whether you want to buy it or not. Paypal only after protection for ebay buyers, if you read the "Fraud Warning" if you have recieved an email from someone who you sent a message to via Kijiji, you would see this:

This is a true message and I didn't just made it up. So, as you can see, paypal will not protect you but you still can get the item (if the seller is honest).

How does paypal protect the buyer from fraud?

He's scamming you.
If the item was listed on Ebay you are ONLY protected if you pay through Ebay's checkout page
If you pay him directly to his Paypal account, not only do you have NO protection, but your Ebay account will be closed for doing an offsite transaction
You have NO protection as a buyer or seller from Paypal UNLESS it is paid through Ebay's checkout page
If you pay him directly you won't get anything. You will file a dispute with Paypal and the seller will tell Paypal to look at his Ebay account and see that you never sent him any money through Ebay. He will keep your money and you can't do anything

Tell him you are sorry but you will ONLY pay through Ebay. If he doesn't agree, then report him to Ebay so they can close his account as I can guarantee you are not the only person he is scamming in this way

Paying for ebay item indirectly using paypal?

You have ZERO protection if you do this. You can pay for the item, the seller will keep your money, and you are SOL getting your money back. Scammers know this but hope you don't. It's an offsite transaction which negates all protection by both Ebay and Paypal. Anything listed on Ebay has to be paid for on Ebay. If he didn't want fees, he could have sold the item through any other site that doesn't charge fees or sell on Craigslist or another local marketplace.

In fact, if you were to report being scammed, Ebay would immediately shut your account for breach of their Terms

You have NO protection if you do not pay through Ebay's checkout page. Period. If you pay him directly he will keep your money and not send you anything.

Do not go through with this transaction for any reason. Tell him you are paying through Ebay or he can cancel the sale

A guy I used to work with lost $3000 through this exact scam. He was trying to buy an antique watch and believed the seller when he said to pay him directly through Paypal to avoid the fees. This guy was stupid enough to do it and then the seller deleted the listing, closed his Paypal account and took my friend's money. And when my friend reported it to Ebay thinking they would help him, Ebay closed his account and banned his IP from opening another account because he did an offsite transaction. And the police couldn't help because the seller was overseas.

Paypal Seller Protection Question - APO Address?

APO doesn't cost any more than any other shipping inside the US. It's an army address. I've dealt with many APO/FPO addresses and they've all been great transactions. It is still within US, but you do have to fill out a Claims form. You are still protected. Does his address match his confirmed address? If not, make him put the address he wants it shipped to under "note to seller" when he pays. Also, I'd ship it priority mail, because the regular parcel post takes forever to get to FPO/APO. If you are hesitant about it, make the buyer buy insurance for the item and use delivery confirmation. If you use a flat rate box, you can buy the postage from PayPal and delivery confirmation is free. Good luck!
