Income restricted apartments?

So, I've always had apartments in smaller cities/suburban areas. Now I'm looking to move into a place in a bigger city (Portland) than I've lived before. Just from looking on craigslist, I see a lot about apartments that have income restrictions, where the applicants must make a minimum of a certain amount but can't exceed another amount. What is the deal with these kinds of places? It's all foreign to me. Some of them are in really nice places of town, and it just feels like there's some kind of catch ~ why have a beautiful place for so cheap? And why restrict the amount of money people can make while they live there? It's just new to me. Does anyone understand these - is there some kind of catch that I may find out later? Right now I fit into the middle of the income brackets that they suggest..

Any cheap apartments downtown Denver?

Oh no way! You'll be living in a dump, quite litterly if you do find something for $700 a month. I'm about 20 blocks from down town and cheap apartments are about $800-$1000 a month.

I'm sorry, I highly doubt you'd find anything in downtown that cheap and if you do, it's going to be extremely run down.

Ok, I found this. You'd have to see how far away these are from down town but they are all in Denver. Prices around $400-$800

Moving to Boulder CO or Denver CO pros/cons?

Hello, I grew up in the midwest (currently live in Wisconsin), but my boyfriend and I am looking to move to Colorado, either Boulder or Denver area, I was just hoping to get some insight on what it is like to live in these cities, how different they are, if people are friendly, and also the cost of living.
We are planning on renting an apartment/duplex, preferably in a quiet neighborhood, not right downtown.
We are in our late 20's, not in the crazy party scene but like to get out and eat a good meal and drink a good beer once in a while, as well as seeing some bands.
We do NOT have jobs lined up which is a little scary.
Another question I have is if there is anyone that can tell me of any "hidden" costs of moving across country? We have little to no money saved up for the move, I'm afraid this will be a problem.

I think in terms of the fire marshall, they limit occupancy to "two sould per bedroom". Sounds gloomy don't it??
