Sure you can , you can talk to anyone in your contacts list even if they blocked you .1 . download talk a tone , make sure its open and running when you reinstall whats app.2 . When whatsapp asks for the verification phone number give them the talk atone number make sure its open and running , .3 . Whatsapp will send the verification to that number and tou will see it in realtime and bam you are in like mf flynn.4 . The person you wanna talk to is still on your contact list go ahead and message them .

In this case you have to take 2 different scenarios into account.For this explanation I’m assuming you sent the message before you blocked them.Either;The person you blocked was not connected to the internet and the message has not arrived on their account yet. They can see your previous chat history, but as you have blocked them, you won't get any messages what they will send you, they will get one tick after sending a message.Talking about you, if you want to send message in WhatsApp, it will first ask you that this contact is blocked "do you want to unblock the contact"If you unblock them again, in this scenario you won't get any message from them which was sent by them to you when they were blockedSo basically you will see the chat history before you blocked them and after you unblock them
Has this user blocked me on WhatsApp?
I text this person every single day. We are really good friends. However, yesterday, I was in a bad mood. The person, let's call them Jeff, approached me. We were in college. He tried to talk with me, but I ignored him and left the class with another friend of mine. Today, I message Jeff on WhatsApp, but the message only has 1 tick. I thought he had his 3G turned off, because he usually does that when he's busy, but then I found him online on Facebook, with ''mobile'' in green, meaning he used his 3G to log into Facebook. If he has internet connection but the WhatsApp message is still at 1 tick, does that mean that he has blocked me? Or is it just a bug from the system that stopped the message from being received? (I know that there is an option for the user to hide the received 2 ticks, but Jeff doesn't use that).

To start with, you are the one who have blocked them. This simply means that they cannot call you, you cannot receive messages from them, they cannot see your profile photo, they cannot see your status etc.However, they have not blocked you. Thus, you can see their profile photos and status updates.However, there a few things which are not possible. One, you cannot send them a message. Simply because you cannot message someone you have blocked :). Additionally, you cannot call or video call them.But as for profile updates, you can see their s; until they block you too. [Am not sure whether that would be in your best interest or not]

This is one aspect Whatsapp recently worked on.For recent updates of Whatsapp, once you block a number you will prompted to unblock the number when you want to send a message unlike when the message sends but won't be delivered to the recipient (this was before the recent updates).The person you blocked won't notice you have blocked them only if they are very observant with your last seen, online activity (if you haven't changed your settings).When they try to send a message to you, it sends but doesn't deliver.A person who knows you are online and sends a message that doesn't deliver (the double tick) won't think twice to conclude that you blocked him.I guess that's the best.This allow you to block and unblock people easily without them showing a proof that you did blocked them.Also note that a tick means message has been sent.The double tick means it has been delivered.
