When I was growing up, and for centuries before that, in the west, everyone who was going on in school pst the eighth grade took Latin and was expected to be able to read it and translate it into their national language.Even with the assault on Western culture, there are still schools which offer Latin. Four years of Latin in high school is enough to have you reading Caesar and Virgil.I believe that there is more Latin left in the schools in the United Kingdom than there is here in the United States, but there are more of us, so perhaps the absolute numbers tell a different story.In any case, yes, there are still, easily, millions of people who can read, write, and translate Latin.Now since my generation is probably the last to be required to study Latin if one had plans to go on to college, and we are dying at an increasing rate, perhaps that number is being reduced, but I do not accept the claims that Latin is limited to fewer than a thousand people world-wide. That claim is made by people who define knowing Latin as speaking it as a native tongue. (As I have stated before; if I get to define the terms, I always win the argument!)Just look on Quora, whose membership is a tiny fraction of the world's population, and see how many people answer questions about Latin. Check any college catalogue to see how many still offer Latin and Greek. Checking high schools' sites across the United States will show those offering Latin.My district's high school only ended Latin when they could no longer find a teacher, and the private high school in my city still offers it.

Can anyone translate elvish to english?
Depending on the Elvish language (there are several), I can give it a try if you show me the note. I'm most familiar with Tolkien's Elvish (Sindarin and Quenya) but recognise some other Elven languages, too. If it's written in Tengwar (Tolkien's Elven script) that's no problem either. EDIT: That's just English written in Tengwar. Kind of hard to decipher because the handwriting is rather lousy... The first part reads: This is a note it says things you cant reed. (meaning read, it's phonetic) I'm not sure about the last line though. erx dler m or duc (c can also be k) I can only tell you that that's no elvish language...
