Can a 3G WiFi Dongle be used as a wireless USB adapter?

Ok. First- When this USB AirCard says "Unlocked" dose it actually mean I can put any sim card in to use it that has a data plan or are there other specifications I'm missing? Error 619 on Globe Tattoo Postpaid Broadband (10pts)?
Whenever I try to connect to the internet, after Authenticating it says this. Error 619:A connection to the remote computer could not be established, so the port used for this connection was closed. What does it mean? It was perfectly working yesterday with high speeds, until this frustrating error came up. :-/ I really don't know what to do since this is the first time that I encountered this error. I tried to plug in the usb stick to another laptop, but it's still not working. I even tried to uninstall and reinstall Globe Broadband, but still the same error. Any ideas on how to fix this? :(
