I am not exactly sure why your GPA for financial aid is lower than your GPA in general, but yes, it should be possible for you to bring your GPA up.

= (19.5 + 60)/28
= 79.5/28
or about 2.84

If you earn all B's this semester, then your cumulative GPA will be

((13 * 1.5) + (15 * 3.0))/(13 + 15)
= (19.5 + 45)/28
= 64.5/28
or about 2.30

To calculate a target semester GPA in order to get a specific cumulative GPA, you write out the expression for your new cumulative GPA, put a variable in where the semester GPA would go, set the expression equal to the cumulative GPA you want, and solve for the variable. So if you need a 2.0 in general (not for financial aid, because I'm not sure why your financial aid GPA is lower) in order to transfer, then you need a semester GPA of s this semester, where we can find out what s is from the following equation:

((13 * 1.5) + (15 * s))/(13 + 15) = 2.0
(19.5 + 15s)/28 = 2
19.5 + 15s = 56
15s = 36.5
and s turns out to be about 2.43 (because GPA's are often rounded, you'd need to shoot for a slightly higher GPA).

Clearly, you'll want something a bit better than that for your financial aid.

Your counselors aren't telling you that it's mathematically impossible for you to do it; they're doubting your ability to get the grades. I don't know whether or not you can get the grades -- obviously I don't know you -- but it is definitely mathematically possible for you to achieve your goals. See whether you can get the financial aid office to give you a number for your semester GPA (for some or all classes that you're taking) that is good enough to bring you up to a 2.0 for financial aid, and then do your best.

I'm currently a high school senior in the second semester and my school requires a 2.0 for graduation (technically a 1.95). My current gpa is a 1.91. So basically, I'm wondering, what is the lowest gpa I have to achieve this semester in order to raise it to a 2.0? Would this be correct....? 1.91 x 7 (semesters taken so far at an avg gpa of 1.91) for 13.37. I would need the total to be 16 (to divide by 8 semester for an avg gpa of 2.0) therefore it would need to be a 2.63? Is that right? Please don't lecture me about my grades. Also, don't say "just get all As" because due to the way my school does grades (three six week terms and the semester exam averaged), it is not possible for me to get anything higher than a B in ANY class.

First & foremost, we say “impossible” but as students we are faced with the challenge of making things more possible. If you are taking a minimum semester course load, which is generally 4 or 5 classes, or 16 - 20 credit hours, you essentially would need to make straight A’s your next semester unweighted. You can also achieve a 3.0 in a semester from 2.5 if you have a semester gpa of a B+ in your classes, weighted. Something with your information is not making any sense. With the stats you provided (earned credits 15 and grade points 33) you would have a Cumulative GPA of a 2.2. I suspect that your attempted credits and earned credits are not equal to each other, meaning you failed a class or two which does factor into your Cumulative GPA. I'm going to say you attempted 21 credits, but only successfully completed 15 of them. That would account for the Cumulative GPA of 1.5. Since you are only enrolled in 6 additional credits this semester, you will need to earn at least a B+ in both classes in order to bring your Cumulative GPA up to the 2.0 minimum in order to not risk being suspended.
