If the vehicle is registered in his name, then yes he can insure the vehicle under his policy. However with your driving record unless your uncle is already insured with a high risk insurance company there is no way a standard insurer is going to insure you. Since you are the actual principal operator of the vehicle you MUST be named as a driver under the policy. This means your uncle would have to insure that vehicle with a high risk insurer, and with your driving record (and the fact your uncle is probably listed as a principal operator on his own vehicle), you would be named principal operator of that vehicle (your uncle can't be principal operator of two vehicles when there are two drivers), so your rates wouldn't really be much different. If you are not named as a driver under the policy, and you get into an accident with the vehicle, then the insurance company will not pay a dime. This means you AND your uncle (as registered owner of the vehicle) would now become financially liable for everyone's injuries/damages. This means you AND your uncle could be in debt for the rest of your lives trying to pay off a judgment.

check your state laws/with your insurance agent. but what you COULD do(if your going to finance it) is purchase the car under your name(as your the primary) but when it comes to buying insurance you can add your mom on to the policy once she gets a licence.

Sure she can,....I know of no law that says to own or register a car you must also have a drivers license, Drivers license are required for driving not for buying, owning and registering a car. Many people think because a selling dealer asks to see a buyers drivers license that a drivers license is required to buy a car. All they are really asking is for proof of ID. Any other valid proof will suffice. Also.... to those that say you must have a DL to insure and register and license a vehicle, I say that is a bunch of hogwash! Think of the many elderly or disabled or rich people who don't have a DL but still buy, own, title, register, insure and license a vehicle so that someone else can chauffeur them around in it.

If you have a valid title for the car from the former owner, plus a bill of sale (even for $1), you should be able to get the title changed to your name, plus register the car.

I'm not aware of any law that says you need a driver's license in order to register the car.
