I don't know Wisconsin law, but I did work in food retail in PA, and they could purchase anything with their food stamps as long as it was not warm. They could order cold subs, but not hot ones. You may want to contact walmart and ask them...

Smith’s sells online, but you’d have to call them to see if they accept foodstamps online - I don’t know how that would work in practice, or if it’s legal to do so. They do not deliver; you place your order, then park in special slots at the store, message that you’ve arrived, and they bring your food out to you. Perhaps the foodstamps could be turned over then.
