Dolphin Emulator: Any OpenGL 2.X Support for ATI Radeon x1270 Graphics Card?

Ok. So here's the deal. I have been wanting to use the Dolphin emulator for some time now. Problem is it won't run properly. I have installed all the necessary run-times & redistributable packages. So it all boils down to is my graphics card. I realize that the dolphin emulator project has essentially abandoned updating the DirectX9 plug-in for a long time now. It has become useless now and is dead until someone bothers to update it. So that only leaves the OpenGL 2.X plug-in. Problem is most graphics cards on computers don't support OpenGL.

Here are my system specs:
Model: Gateway M-Series 1625 Laptop (Purchased spring 2008)
CPU: AMD Turion x2 (dual core) (with EMT64 support x64)
RAM: 2GB
OS: Vista 32-Bit
GPU: ATI Radeon x1270
(I am angry at myself for not getting HD series, but I was stupid then, and didn't know the difference)

At any rate, when I go the ATI website to find info on my graphics card it's not there...WTF??? It's like it doesn't even exist. So here I am....I NEED TO KNOW IF MY GRAPHICS CARD SUPPORTS THE OPENGL 2.0 SPECIFICATION....If so, then I would appreciate any relevant links, or information....I am sure you will be helping out more people than just me by answering this question....I wan't to play Wind Waker really bad....

Also if there is no hope for me....could you recommend desktop specs that would be optimal to use Dolphin in all its FPS glory...I am going to buy a powerful desktop later on when I have the money....a system under $1500 would be nice....
