Can someone help me with these Algebra II problems?

1) is this written coreectly? As it is it is unsolveable.

start by dividing by 3 > x^2 = -27
then get square root --however there is no square root of a negative number

2) multiply both sides by 6 > 5q^2 - 2q^2 = 432
simplify q terms > 3q^2 = 432
divide both sides by 3 > q^2 = 144
find sq root > q = 12

3) start by getting the x terms on the same side and putting the number terms on the other
5x/12 - x/6 = -1/2 - 1/4
multiply by 12 to get rid of denominators
5x - 2x = -6 - 3
simplify 3x = -9
divide by 3 x = -3

I'm having some trouble with my Algebra 1 homework, and I thought maybe someone could help me on Yahoo Answers. The story problem that I don't understand goes like this:

A town committee has a budget of $75 to spend on snacks for the volunteers participating in a clean-up day. The committee chairperson decides to purchase granola bars and at least 50 bottles of water. Granola vars cost $0.50 each, and bottles of water cost $0.75 each. Write and graph a system of linear equalities for the number of bottles of water and the number of granola bars that can be purchased.
(It says to graph, but I can do that if I have the system of inequalities)

1) 12x^3 - 18x² + 27x
first factor out the common factor: 3x
= 3x(4x² - 6x + 9)
for the trinomial to factor, we would need factors of 36 (9x4) that add to 6, and they don't exist. So that is your final answer.

#2) 1 - 10r + 25r²
rewrite:
25r² - 10r + 1
This is a perfect square:
(5r - 1)(5r - 1)
or (5r - 1)²

#3) also a perfect square:
(2y + 3)²

#4) you need factors of 8x99 that subtract to give you 2.
list some factors: 24x33, 12x66, 36x22, 18x44, 11x72 ...
You can see that we can't get the difference to be 2, so the trinomial is prime, meaning it can't be factored.
