As with any game, you can’t answer this type of question without knowing what resolution you plan to play it at.If it is 1920x1080 a video card from the last generation of cards will suffice. Can my friend's PC run Battlefield 4 on Ultra?

not even close.
unless he is playing at a very low resolution lol

you need a amd fx8320/8350 or i5 cpu to play at 60fps on ultra (i mean BF4 uses 75% of my 4.4ghz overclocked i7-4770K).
i can play on ultra at 60fps at 1920x1080 with a 4.4ghz i7-4770K and a 1250mhz core boost/7400mhz effective memory clock nvidia gtx760 graphics card (its overclocked far enough to surpass a gtx770 at stock speeds).

2 7770s with an A10 cpu isnt going to cut it lol

Why do you want to play BF4 and ESO in low settings at that resolution?! Go for ultra, 1080p resolution and you'll probably get 60FPS! That is a really good PC for gaming

The GTX 760 is one of the best GPUs for the money, that graphics card could easily play the majority of today games in high settings with really smooth FPS.
The FX-6300 is a good, low to high end CPU which is really good for gaming, it causes minimal amounts of bottleneck with today's graphics cards and it can overclock which is great.

The RAM is great, the HDD is great, the PSU is also great.
Be prepare to have a really good experience with this PC. Happy Gaming!

Will a GTX 1070 8GB run games at 1080p Ultra?

A GTX 1070 is the perfect graphics card for modern day gaming. Almost every game you play released to this date will run at 1080p Ultra, unless very poorly optimised. If anything i would say that a GTX 1070 would be overkill for 1080p.As you can see the 1070 is easily blasting over 100fps on Battlefield 4.The only problem i can see with your system running games at 1080p would be the CPU. I would recommend an i7 or high end i5. If so you could push your system for 1440p gaming.

Yes it should run BF3, but don't expect to have the settings turned up too high, or really good FPS. It'll likely be med-low graphical settings, and 20-30 FPS.

What would be my expected FPS in Battlefield 4 and Arma 3?

its quite difficult to predict a expected frame rate even with specification in front of you... however with the quad core A8-5600K and the GTX660ti your looking at around 40fps with battlefield and around 50fps with arma 3
but these frame rates also depend on the resolution you will be running the games at .... for example the above frame rates are calculated at 1920x1080.. however if your monitor has a native resolution of 1440x900 then you can expect higher frame rates ( between 45fps and 55fps )
and lets not forget the human eye finds it hard to notice a frame rate above 30 frames per second so above that you will experience smooth gameplay anyway ... however its a drops in frame rates which are the real problem .... its great if you can achieve a 30+ frame rate but if your minimum fps drops below 15fps then this will appear as lag/stuttering which is the biggest annoyance of pc gamers
so for performance sake you should try to achieve 30fps (25fps minimum ) as your "minimum" frame rate limit... then this will ensure your complete gaming experience is "lag free "
in summary battlefield and arma 3 are relatively demanding but your cpu,ram and graphics card should have no problems dealing with this .... and my advice is start from the bottom and work up
so ( in conjunction with "fraps") set everything to low and then taper your ingame video settings up a bit at a time..then after each change check your frame rate ensuring its not dropping below that 25fps minimum requirement .... if at any time it does then revert to the previous best setting(s) and that's your specific ingame video settings (note : you can lower your resolution and start this again,however lowering resolution will result in the game looking rougher around the egdes .. so try to avoid going below 1440x900 )
