Do I have Hepatitis C?

I had a complete blood test and my Hep C showed a 0.03 on the Hep C antibody result. The Hep C AB interpretation said Non reactive even with an antibody showing in my blood. My doctor said it's to small of an amount in my blood to have Hep C. I think he might be wrong. What do you guys think?
