How do I get my daughter to wear a helmet?

My daughter is 15 and refuses to wear a helmet. I always have required her to wear a helmet and she always has until age 12. At age 12 she stopped wearing her helmet which I only found out when I busted her riding her bike without it. I try grounding her and taking her phone away and all those things, but she still won't wear a helmet. Well one summer day when she was 14, she got on her bike to go to a friends house. At that point I had given up and let her go without it since she hadn't fallen off her bike since age 7 and never hit her head before. Well she ended up falling off her bike and hitting her head on the way there. She was taken to the er and had a concussion. It really scared her, so she started wearing a helmet again even without me asking. Well sure enough she stopped wearing it. She says they are uncool, mess up her hair, she knows how to put her hands out, it was a freak accident last time she fell, and it that it was only a concussion and I'm overreacting. I'm concerned if she falls again she will have more severe head trauma. How do I get her to wear a helmet?

Things to look for.
1-Fit
2-Venting. You want to be able to open and close the vents
3-linings. Buy Ski Helmets with removable a lining and ear flaps.
4-Chin strap. Make sure the strap has padding and is adjustable
5-Never buy a used Ski, Snowboard Helmet. Once a helmet hits the ground and the inner padding gets compressed it's useless.
6-Goggle holder on the back is a must

Probably just that it's covered by your foreskin. if you can't pull your foreskin back easily then just keep trying to work it back a little bit more day by day after a while it will retract and you will see your "helmet". Almost all adults can retract the foreskin because that's the way it works, but in children it's attached to the glans and you probably just haven't pulled yours back yet.

BALDING?! at age 15??????

ok so im really worried right now. today my friends noticed that i had a bald spot on the middle/back of my head. and they said i was balding and stuff so now im hella paranoid about my hair. i even took 2 mirrors and looked at the back of my head and i saw a bald spot. what should i do??? and im a swimmer and it does appear if my hair is falling out rapidly because of the dry hair .

please help me ! i dont want to be bald by the time im 18!!!!!! any tips? i dont want to use chemicals as it is probably in a too early stage .
