The first one is not a metaphor because it is not relating 2 things. It is just statement. An example would be "The tree is a glowing star" - something like that. The second one is a simile because it compares Winn-Dixie and a bullet using like or as.

Why do authors use similes?
Because it makes the writing (and reading) more interesting and lyrical. Similes spark your reader's imagination while getting the information across.
