Its fake, wherever you're reading it. The game has NOT been announced, and in fact the operatiors at Valve have said its unlikely to ever happen.

EDIT: I’m updating this answer after just over three years due to recent events surrounding Half Life 2: Episode 3 to say “no it isn’t and may never be.”On August 25, 2017, Marc Laidlaw (main writer for the Half Life series) posted this slightly cryptic blog entry to his website. Realizing the similarities to certain characters and events of the existing Half Life games, fans immediately realized that this post (translated into HL3 terms here) was a rough summary of the events of the unreleased HL3 plot from Gordon’s perspective.Laidlaw, who had already left Valve the year before (along with a few other notable Valve employees central to the Half Life series), likely realized Valve had long moved past making narrative-driven single player experiences in favor of more lucrative options like investing in the Steam platform, developing virtual reality experiences, and further monetizing CS:GO and Dota 2. Feeling some obligation toward fans of the series, Laidlaw released the above synopsis (encoded for legal reasons) to provide some degree of closure for a series he feared may never be completed.Although much work has already been done internally at Valve toward HL3, they have likely been unable to create a game that would satisfy the gaming community’s nigh-impossible hype for it, let alone their own. It seems rather optimistic now.It depends on what you mean by "confirmed." If you mean "is Half-Life 3 in the works," then yes, you can sleep easy knowing that it is currently in active development. If you look at this leaked internal file list from the Source 2 Engine (the successor to the original Source engine which all Valve's games currently use), you can see a reference to Half-Life 3 among their other future projects.It's existence has also been confirmed by Counter Strike co-developer Minh "Gooseman" Le earlier this year (along with Left 4 Dead 3), though Valve as a whole have remained largely non-communicative about their future games as per usual.However, there is still nothing resembling a release date. Stay tuned though, because we've learned more this year about HL3 than the past seven years combined.

Yes, Valve has given us reason to believe that there will be a Half-Life 3. Episodes 1 and 2 are just supposed to hold us over until it is released. It's also speculated that Portal was really just a test to see if the Portal Gun would work well in Half-Life 3, so don't be surprised if it's there.

Why was Half Life 3 cancelled?
It wasn't really canceled, it's just that because Valve always it's employees to work on whatever project they want, there were never enough employees on Half Life 3 at one time to get it going. You need a minimum crew to get a game from start to finish, and they never had enough. Even if they started making progress, they wouldn't be able to develop the game fast enough. By the time they finished, it would be outdated.
