TEXAS: Changing Designation of Birth Father on Birth Certificate?
Girl meets Boy. Girl gets pregnant. Boy disappears. Girl decides to keep Baby. Girl meets Man. Girl and Man get married. Baby is born. All is well a year and a half later. Boy has been non-existent in Baby's life. Girl doesn't even know where Boy is, and BOY!, has she tried. Man loves Girl & Baby. Man wants Parental Rights. Girl is honored for this to happen. Girl doesn't know where to turn. Girl is not broke, but lawyers are expensive and have not been helpful to date. Is it possible, in the State of Texas, to amend a Birth Certificate (no father listed) to include a Father (namely: Man) without the expense of legal aid? Thank you for you time.

I live in Florida, his father lives in N.Y. They have never seen eachother, father doesnt pay child support even though hes' court order to, and i am the custodial parent, he is the non-custodial. Because i am the custodial parent, do i still need his consent?

Were you ever married? Was there a DNA test to prove he's the biological father? If you answered "no" to both questions, the he's not seen as the biological father in the eyes of the law.
