I was able to access account settings after the initial setup and eliminate the number as long as I gave a secondary email. The other test I chose a specific phone number (that wasn't even in my area) and that one allowed me to proceed (800 and 877 number don't work, neither do 000 and 555 numbers). However this test was also done the the version of the form that allowed me to put 4444444444 as a valid phone number and also allowed me to skip the field entirely.
