How can i launch windows speech recognition from the command line?

I'm trying to launch windows speech recognition via a command line statement in a batch file. essentially what's going on is I am writing an automation program.. there are a number of WSR Macros that are very useful that i have not translated and hardcoded into my program yet. so as a temporary work around i want to be able to launch a batch file containing a command to start Windows speech recognition so i can use my current WSR macros as needed and then issue another batch file to kill speech recognition when i am done.

I've tried C:\Windows\Speech\Common\Sapisvr.exe but this does not work
and adding the -SpeechUX argument after it does not seem to work either.. any ideas would be very much appreciated.

If your problem is with dictation (wanting your speech to appear as text), make sure the Windows Speech Recogniton dictation scratchpad is turned on. Say: Show Speech Options >  Options > Enable dictation scratchpadThen when you are speaking into an application that does not support dictation, the scratchpad will appear. Dictate your text into the scratchpad, and then say "Insert" to put in the text. If your problem is with controlling an application (clicking buttons and menus within a program) please specify the specific program(s) that is giving you problems.

The accuracy is probably the most important. As long as the words are pronounced correctly, the program should be able to "type" them as spoken.

Questions about Windows 10 and Cortana?

My father is thinking of writing a book and was wondering if I knew of any cheap dictation software. I have an extra Windows 7 install disk, and because his laptop has a core 2 duo, I was thinking of installing it and upgrading to 10. I have several questions:
1. Can I use Cortana as dictation software and if I can, would I need MS office, or could I use her with notepad or other free word-like programs?
2. IDK if his laptop has a microphone. If I got a cheap external one, would it work with Cortana?
3. How well does 10 work on low-end systems?
