to get Kyogre and Grudon in pokemon emerald you have to defeat the pokemon leauge. Then you go to the weather instiute and talk to the guy who gave you castform. He should say that now it is hiding in route 116. the hint is if it is sunny it means you are close to groudon. It is in a rocky mountain. once you have found it go inside terra cave. there is groudon. To get kyogre do the same thing but kyoger is in route 105. it will rain if you are close. you will need dive and surf. you will see an area that ussally does not have a dark spot. it will be there. dive in

I dont exaclty have Emarald but its the same for every Pokemon. You probably want Ultra balls to catch him. Get him down to low HP(Not too low) And throw a ball. Keep trying that, when he uses double edge it will be even lower (I said earlier not to make the HP too low ) You could also put him to sleep or paralyze him so that he cant use double edge. Sleep and Paralysis also increases the chances.
