I'm 14 years old.....my thighs are big how can i rid the fats of it?

I'm 14 yrs old my height is 5' or 5'1....i'm 110 pounds....i know i'm heavy haha but my problem is my thighs they were so big for my figure. We, filipinos, like to eat rice and i think that's the reason i have big thighs. I don't have problem on my upper body even though my tummy were little bit fatty. But i don't want not to eat a rice in a day.
