If Manila can build many mega shopping malls, why can't it build a brand new proper modern airport to replace NAIA?

That’s because these mega shopping malls are owned, built and managed by various private property developers, chief among them SM and Ayala. The reason why there are so “many” mega shopping malls in Metro Manila is because you can find big markets in all income groups here. Class A has subdivisions and communities in Rockwell, Bonifacio Global City, Makati and Ortigas; Class B and C are found in various apartments and condominiums placed around the city; and the working class are found mainly everywhere except in gated communities. There’s also the weather. Summer in Manila can get really hot, and these malls are a good respite for that. There are no big parks as well so malls also serve the purpose of being a park.Anyway, the point here is if the private sector believes an investment can turn out profit, everything can be constructed at a fast rate. The government, on the other hand has a process of bidding projects first before implementing them, and even during the implementation phase some challenges remain. This is the reason why you often see roadside construction happening constantly, and why construction of projects can fail midway.I believe that the NAIA project is already being taken care of. But if we are to see other major infrastructure projects implemented the government has to stick with its project schedule and not change directions midway into construction.
