I think you're missing the point. The other tenants are not part of this debate/equation/scenario. The issue is between you, the tenant, and the landlord because HE is the one complaining. There isn't a law in any state that says there must be a complaint from everyone in the building to evict. You won't see it. Typically, a lease will state that excessive noise won't be tolerated. It doesn't matter from whom the complaint comes from. In my current lease, you get two warnings and then you are in violation of the lease and evicted. Using your logic, how can you prove you AREN'T being loud? The door goes both ways. You already admitted that you have turned things down.

What do you do when your landlord never answers their phone or returns phone calls?

I really feel for you and thats really annoying, but what exactly could your landlord do about this. If the neighbors are loud and its outside noise possibly you could call the police and report them for disturbing the peace (the police will drive by and maybe knock on the door and tell them to quiet down). If the noise is only thru a wall or floor there may be less (or nothing) you can do. Next time this happens you may want to call the police and ask them if they can do anything about this (like going to the neighbors house and asking them to quiet down).
