Resizing problems in Adobe Photoshop CC - Making large images smaller without ruining the quality?

My problem is the screencaps are about 1920 x 816 and I need to reduce them way down, to about 250 x 135 so I can fit them together, but the quality goes way down and the images look pixelated. If I cut the size in half (to 960 x 408) the quality is fine, but when I try to go any smaller the quality is done for.
Does anyone have any advice or know of any tutorials that can help with this problem?
