and indeed it is dual core but keep in mind that it has 4 threats and because you will probably not use such heavy programs on your tablet (but only a little bit of multy tasking) it will do the same as 4 cores running on a clockspeed
(also it has a m7 motion coprocessor that can for sensor sensible apps)

Same PowerVR graphics chip.The iPad 2 comes with a 9.7-inch display and iPad mini with 7.9-inch screen. Same 1024×768 resolution, that means iPad mini has a better pixel density than the iPad 2.iPad 2 still uses the 30-pin connector and iPad mini uses the Lightning connector for charging.iPad 2 comes with a VGA-quality front-facing camera and iPad mini has a front camera capable of shooting 720p HD video. The rear camera in iPad 2  is capable of capturing 960×720 photos and recording 720p video, while the iPad mini can shoot 1080p video and has a 5MP sensor capable of taking much larger photos with more detail, as well as added-on features like face detection, IR filter and HDR capabilities.So if these two are the only choices then I would say to choose iPad Mini. iPad 2 got iOS 9 update but is not as smooth as the later iPads(not sure how it is on iPad Mini though).
