The banknote from Taiwan (Republic of China/ROC), NOT from mainland China (People's Republic of China/PRC). It was NEVER used or recognized as currency for consumer exchange in the PRC, where all banknotes are adorned with the image of Mao Zedong.

That particular banknote depicting Chiang Kai-shek (Jiang Jieshi), is from the 1981 Series and was issued on June 15, 1982. In 1999 a new series of banknotes were printed and were issued on July 3, 2000. The new $1000 TWD banknote no longer has Chiang Kai-shek's image, rather commemorates elementary education. The new series of TWD addresses counterfeiting measures.

At present, the exchange rate is $1 TWD = $0.03 USD, $1 USD = $29.99 TWD. On the current market, that particular banknote has a face value of about $30 USD.
