What does "whats up" really mean?

In my experience I think it can have two meanings.

The most obvious one is "how are you doing" or "what would you like" or something of that nature.

The other usage is more of a "hey" sort of deal used just in passing by another person. That's the sort of situation where the other person says it to you but they are just walking by and not really intending to stay and chat. For that you juts give a "what's up" or "hey" right back to them.

Does that make sense? I know I had to explain this to someone before who didn't know what to say.

How do I tame an older dog?

You need to be paitient with him. Make sure you walk between the dog and the road or other people. You say he only reacts to some people, these people are likely to remind him of his previous abusive owner and he retaliates with agrssion.
The best place to start with him is to reward him with a treat or praise everytime he walks past someone and doesn't get agressive. By rewarding this behaviour he'll learn that if he walks by someone without agression, he'll be rewarded and if you are consistant about it he'll soon be too busy lookign forward to his treat to attack anyone. If he does try to atttack or becomes agressive simply stop him, have him sit and wait until the person is gone before continuing. If you notice him getting agressive before a person gets to you, stop him and have him sit until the person passes him by. If he sits quietly give him a treat and praise him but if he becomes agressive, don't say or do anything, ignore his behaviour and wait until he's calm beofre continuing the walk. This teaches him that he need to stay calm if he wants to go for walks. It may take some time as abused dogs find it very hard to overcome fears like this one even if they are in a loving home. Just be consistant, patient and gentle with him and he'll be okay.

The dog will not listen and learn if he is got so much energy bottled up, you can try obedience but again you need to drain a lot of the energy out of him before he will consider listening to you, is there a doggy daycare around if your dog is ok with other dogs then this is a great source of getting rid of that built up energy, perhaps a fence in dog park if your near one just go on a day when not many are around. If these are not an option try letting the dog out in the yard after a walk, throw the ball around run with him whatever it takes to get him to run not walk then when you go inside you can try giving him a marrow bone not rawhides, for the first time allow 20 mins because his stomach may get upset with two much and after you can allow more time but the energy they use just to use that calms them down and then trying after a brief nap training him. Depends on where you live, how social your dog is with other dogs, how often your dog is out in the woods/water/fields. Puppies are usually dewormed twice after birth, because most puppies are born with worms. It's one of those things that's inevitable right now. Worms are getting to be so common, that some public parks/playgrounds don't allow dogs there anymore, because of the risk of kids getting them. I'd talk to your local vet to see how often you should get your dog dewormed, besides the regular Heartgard heart worm preventative.

As for regular Vaccines, Rabies, DHPP (Distemper), and Bordetella all vary. there is now a 1, 2 and 3 year Rabies shot. So it depends on what clinic your clinic is using. For DHPP, that is done every year. The Bordetella (Kennel Cough Vaccine is once every year, but some clinics are starting to do to it every 6 months. Though, most boarding & grooming facilities and any other place that requires the Bordetella, are only requiring it every year.

Since you do take your dog to Pet Smart/Petco, puppy classes, the park, etc, I would highly recommend getting the Bordetella vaccine for your dog every 6 months. Because the vaccine actually starts to wear off at 6 months.

Whenever someone says, "Hey, what's up?" that's a quick way to ask how you're doing. Because really, there isn't much you CAN say. "Not much," is what most people are looking for. I usually say, "Not too much, how are you?" How are you gets at what you really want to know. You want to know how they've been.
