Can I get a flat stomach without doing cardio?

So Im on the "wonderful" journey of weight loss and its been 2 months. I was jogging like 4 miles a day 5 days a week but Im gettigng sick of running. Ive lost like 15lbs so far I think but my stomach is just the only part of my body thats not really toned. Idk if I just need to tone or what, Im very confused. My stomach still has a lot of fat. So I have a trip in 3 weeks and I want my tummy toned by then,I know I can do it, but Im wondering, do I absolutely HAVE to do cardio to tone my stomach? Lately Ive been doing 200 crunches a day along with the "Abs All Night" video by Blogilates (Youtube it if your not sure, its really intense) I do the video 3 times a day. I do some cardio but its just a normal exercise tape so is that ok? I know I cant 'spot reduce' but I can tone my stomach right? Would it work? Also I know Im eating very healthy, salads, chicken, turkey, no carbs, no sweets, ect. So basically Im asking if its possible for me to get my chubby tummy at least almost flat in 3 weeks? Educate me haha :) Please help, thanks.

What I mean is, Im a very thin person. I don't want to be so thin, but im fine with it and im healthy. I love working out and i have a slight flat stomach but when i eat there's kind of a bump, but im so thin my ribs are showing. How can i have a flat stomach without looking so skinny? this past year ive been gaining some weight. a couple years back i used to weigh 110-115 but now i weigh to 120-130 [right now 130 but it goes up and down]. its a big change for me and i keep gaining more weight. ive noticed. so a lot of people know me for having a big butt and i dont have pretty big boobs. im a 34b and my measurements are 34-[27-30]-36. i used to have a pretty good metabolism but now it has gone down a bit. i love chocolate and eating many times a day or a lot of junk food.

so ive been getting back fat and its embarrassing and i hate it and some belly rolls. im not fat and my family genes arent fat either its just some gain weight. so im scared to lose my butt and become almost flat chested. so how can i lose that belly roll/back fat and tone up and mabe even gain butt or just not lose it or my chest. +lose 15lbs of fat and mabe gain muscle lbs.

P.S. im 18 and 5'2"

jogging is an excellent exercise because it let you lose weight
evenly throughout your whole body. If you want to lose weight in
specific areas, you should target them with exercises. If they are
your problem areas, they will be very difficult to tone. You will have
to work double on them. The best approach is this:
1. Lower/control your daily calorie intake (control for normal
weight, lower for overweight).
2. Run/jog to lower your overall body fat percentage.
3. Target your problem areas with exercises.
an excellent exercise, you can do it in front of your TV: sit on a
stool, and put your toes under something (piece of heavy furniture,
for example). In your hands hold a little dumbbell. Please, make sure
that it is not very heavy, start with one kilo, for example, or you
will damage your back and spine! Slowly move the upper part of your
body back, until it's parallel with the ground. Stop for a second and
move it back to the sitting position. Repeat ten times. Every week add
to the number of repetitions. You will see the results in a week,
guaranteed! You will see or feel under the fat - if you have any - six
pack and muscles. Dumbbells do wonders. Much better than these
crunches - I came up to three hundreds and there was no results AT
ALL. With the dumbbells you will see it in a week.
