Wine - Wineskin (free), Crossover, normal Wine (free, but all command line)... lets you directly run Windows programs without having to have Windows. Depending on the program being run, there is minor to major compatibility problems and even more so if its multiple programs trying to work together. DirectX games have some performance issues... most other performance issues are minor, but can be major just on a case by case basis. Wine gets better all the time, but its never going to be 100% perfect. Wine is reimplementing the Windows APIs (not DOS), to run Windows software. If you want to run Dos software you should look to Dosbox.

Virtual machines - Parallels, VMWare Fusion, VirtualBox (free), etc... let you install WIndows into a fake virtual computer run as a software program, right on top of Mac OS X. Requires a full Windows license, and has very minor compatibility problems. Depending on the software it can have some major to minor performance problems. It has problems with Games more than anything else.

Bootcamp - Apple's utility to dual boot your Mac and install Windows (or Linux). This lets you boot directly into Windows just like any other PC and make your mac into a PC basically until you boot back into Mac OS X. Requires a license copy of Windows 7 (they are dropping support for earlier versions, and you should run Win7 for Windows stuff anyways). You cannot run both OSes at the same time, but its like a normal PC in compatibility and everything when it boots Windows directly... because thats exactly what it is, a "normal" PC.

Can you run windows os on a mac?

I would search for a virtual server for the mac. The virtual server will emulate the hardware to run windows. The software will emulate the environment for windows to operate on the mac if it exists. It is the same concept as running a Linux OS on a PC that has Windows. The virtual server allows you to run two OS on one machine. Bootcamp may be that type of solution.

Why doesn't Apple use a WINE-like implementation to run Windows applications natively in OS X?

Because two other products already do just that - VMware Fusion and Parallels. Both products let you run Windows applications on a Mac pretty much seamlessly.If there weren't such solutions already on the market, then yes, Apple would have to supply one to maximize the number of people they can get to switch. Some major applications are available natively on both platforms, but there's a huge back catalog of random applications by smaller vendors which aren't, and especially in a business context a lot of people have at least one of those that they need to use.
