Is it important for a female college student to learn how to apply makeup?

Only if she wishes to wear makeup.  Personally, I don't wear makeup and did not learn to apply it in college.  It doesn't seem to have impeded my life in any discernible way.There is nothing about the academic requirements of a college that requires students of any gender to wear (or not wear) makeup.  Each student is expected to make their own personal decisions about dress, hairstyle, and adornments.

What are some makeup tips for a high school freshman?

When you wake up, clean your face. Use toner, if you're not into splashing water on your face that early. Try to stay away from toner with alcohol in it, because it'll dry out your skin. Personally, I use a biotherm toner with alcohol in it, because my skin gets very oily and it's the only thing that can keep my skin clear, but find out what works for you.Use face cream and sunscreen under your makeup every day, even when it's not sunny. This will keep your skin smooth and wrinkle-free. Find a sunscreen without oil in it. Don't go for the dollar store one.Find a foundation that suits your skin. Ask beauty experts. You don't want it to be visible that you're wearing it. Don't swatch it on your hand but on your jaw.If your eyes itch or feel otherwise irritated, hold the eye makeup. Mascara can be really bad for your eyes, and cause infection. If you suspect your mascara is causing you issues, hold it for some days, then try another brand. If the issue persists, see a dermatologist. Oh, and try to stay away from mascaras with perfumes in them, your eyes doesn't like scents.Ever feel like your eyeshadow is completely off in an hour after putting it on? Use a primer underneath. Urban decay has a great one, ask if they have any tests.Speaking of eyeshadow (and contouring for that matter), blend. Blending makeup is vital, and helps to avoid your makeup looking like it's drawn on with a sharpie.Speaking of sharpies, ease up on the eyebrows. Rather too light than too dark. Rather too ashy than too red. Rather too natural than too angular.Don't trust Instagram. Their makeup looks good in the video, because it's video. Meet them in real life and they'll look like clowns.Tinted lip balms exists and they save lives and kisses. They're vital at winter.Wearing fake eyelashes too often results in losing your own. Not worth it.Most importantly: have fun with it

What kind of make-up to wear with light skin, freckles and big blue eyes?

There is something you can do about your flaws. Too much sun & too much soaking in the pool or tub CAUSES AGING, and only make your freckles darker, bigger & bumpier and more freckles. Morgan Freeman had freckles, but he's older than me now, Google him and see what he looks like now.

Less makeup, meaning less skin poisoning in the long run.

You have big blue eyes, pretty long lashes, so you're naturally beautiful right now, and adding more to that 'beauty' points people more towards your flaws (not that you have any) but foundation is not working out for you, why not direct their eyes somewhere else by wearing a very nice outfit! Something people will compliment you for. Or change how you style your hair.

Do you like the movie the Hunger Games? I haven't seen it, but I saw it briefly during their trailer. My hairstyle (for weeks) came from the movie, and have seen them last week during Dancing with the Stars. Dayana Mendoza the Miss Universe, recently on the Apprentice had that same hairstyle, & recently Florence Welch wore her hair during the Met Gala. Google her. Took about 10 mins. to do, use bobby pins to secure the braids to your head. Magazines called that the Goddess look or the Halo crown.
