I have a ouku 7 inch deck, that doesn't turn on.?
In many newer GM rides and others they have other functions running threw the same harness running your factory stereo. Or your factory stereo has an external Amplifier running your speakers.Best thing to do is see any car audio installer in your area and pick his brain it's free. It works in your buddy's ride because it's a 1999 auto with no other functions running threw the harness.
