Yes. But you change your settings by going to accounts setting then clicking on the 'Timeline and Tagging' option on the left tab.

I'm wondering because I can't find this person in a search, but if I look at mutual friends' timelines I can see this person's old posts and can click on their name. It might be just being polite, because tagging your pic means their friends now able to see it, eventhough the original Audience Setting you set is Friends (means no friends of friends will be able to see it). This is mainly if that friend who asked you directly, say in the comment of that pic. It might also because you set "Review tags people add to your own posts before the tags appear on Facebook?" to On in Timeline & Tagging Settings. The latter seems that caused the phrase you mention in your question.

I never said there was a technical problem. I'm just asking how to verify whether a comment was intentionally deleted if hypothetically there were another explanation. I don't want to confront her if it's theoretically possible she didn't delete it.

The fact you have blocked this person will not make it disappear from Facebook or delete their comments etc from your stuff, it will only make it disappear for you. To correct what Owen said, unfriending someone on Facebook will not remove previous activity like comments and likes; only blocking does that. So this pretty much answers your question: if you block someone, all previous activity will be gone from your POV, meaning that other people (who haven't blocked that person) will still see everything there like comments and likes, but you won't because you have blocked them.
