Can Verizon keep charging for a suspended phone line?

I am having financial difficulty and I have let the last couple of months on my home telephone service go unpaid.
On June 11th, Verizon did a two way snip on my home telephone service. No one can call my at home and except for 911 emergency I cannot call out.
Over the weekend, I received my latest bill from Verizon. Included in my latest bill was another month's charges including full billing for service from the suspension of my phone on June 11th to the end of my last billing cycle on July 9th. This included features like caller id, call forwarding to my cell phone and features that have not worked for a month since my phone was suspended.
I asked them if I could disconnect my phone on Friday. Verizon told me that my phone would be disconnected anyway if I did not pay my bill within 30 days of the suspension (which happened to be Friday).
I am in the process of declaring bankruptcy and really don't use my home phone unless there is a power outage or I need to call 800 numbers to pay bills and don't want to use up my cell phone minutes. There are other bills that need to be paid on my part time income (rent, food, Internet, cell phone, car, etc).
I am concerned that Verizon will keep billing me month after month for this line and refuse to allow me to disconnect the phone until I pay them the current balance.
