Is a dry seal required in issuance of a Philippine private hospital employment certification?

My daughter has worked in a Philippine private hospital as a volunteer nurse for 4 months. When she asked for an employment certification from the hospital to support her employment with an overseas employment recruitment agency, she was told that the signed certification lacks the physician's dry seal and therefore cannot be issued. Is this dry seal necessarily required?

NSO birth certificate?

The Philippine NSO Birth Certificate can be the simpler and cheaper Authenticated Certificate from the Local Civil Registrar.

The most sought after Certification is the Birth Certificate released by the National Statistics Office (NSO) on SECURITY PAPER (or SECPA). It shows the ORIGINAL COPY of your birth certificate. This will cost you about Php125 but definitely you will need more than a day to apply for it. It can come in several colors depending on the year that you applied for a copy.

Look for the markings with the National Statistics Office seal. If you can't find it, bring any of the copies in your hands and see if DLSU will accept them.

Some couriers like TO GO or LBC offer services where you can get NSO copies of Birth, Death or Marriage certificates for a higher fee but more convenient for you. The lines of applicants at the NSO offices are rather long and you would really need to devote time for that. You will be asked the details of your birth including that of your parents and their wedding date.

Can an new employer require you to give them your original birth certificate?

Hey JulyGirl:

This is part of the I-9 requirement that certifies that you have the right to work in the United States. They want you to bring in a certified copy or an original, because the seal is a specific color and confirms it's authentic. Meaning that you didn't buy it on a street corner, or in some dark alley.

Their intent is not to keep it, or invade your privacy. Get with the program. The law requires that they actually see it for legal reasons. The same documents will be required of you to obtain a US passport, drivers' license and marriage license. If yours is a reputable employer, they'll want to be compliant with the law.

The employer is complying with Federal Law that was enacted in the 1980s, to protect employers from penalties (since employers can be fined up to $10,000 per person if convicted of hiring illegal aliens).

Stop whining, you only have to bring it in once (the day you start a new job). Balking at this, reveals that you've never worked for an employer that obeys the employment laws. I'd keep this to myself, if I were you.

Good luck in your new job.
