Is having dirty talk illegal?

My friend is 17 and his been talking to a girl who is 16. He tells me that he is nervous because he thinks this is illegal. Reason for that is because he is close to the being 18 in less than 30 days and he also things if the 16 year old's parents find out what they were doing, they would try to press charges once he turns 18 even though those messages were sent when he was 17. They usually talk about the dirty stuff and I think some dirty pictures/videos. This is all being done through phone by the way. He plans to stop with the dirty talking and dirty pictures/videos a couple days before he turns 18.

Also both their parents do not know what is going on at all as much as my friend told me about his problem

Also also, this if following the state of Washington's rules about this sort of subject when it comes to sex and age differences.

So I was reading an old article about a former UN weapons inspector who was caught trying to meet up with underage girls who were really undercover cops after chatting with them online.

I am a little confused by the legal issues. Where did he cross the line? In simply chatting with underage girls? I figured it was sending videos of him masturbating.

Like if a 22 year old, just chatted with a 16 year old online or something, would he have to talk dirty (mention about gentials or masturbation) or send pictures of himself naked to get thrown in jail? Or is just chatting with them illegal? Google didn't help so that"s why I came here.
