Printing anything close is illegal. Merely writing "not legal tender on it" means you'll end up in jail. Which is why novelty money is purposely made much larger. The government doesn't have to catch you trying to pass it to arrest you. Why? Because this is the go to response of every kid they catch with a color copier doing this. Make your fake money the right color, nobody will notice that the rest doesn't match.
