A King usually rules over a kingdom or country. An Emperor rules over an empire, which may be a collection of states or kingdoms. The Roman Empire was comprised of several kingdoms. So, yes, Emperor is above Queen and King.

Why Did Queen Elizabeth II Let Emperor Hirohito Back Into the Order of the Garter?

In 1929, King George V admitted Hirohito, the Emperor of Japan, into the Order of the Garter. All Knights of the Garter swear an oath never to bear arms against the British Sovereign, so when Britain and Japan went to war in 1941, a solemn service was held in St. George's Chapel, and Hirohito was booted out of the Order.

In 1971, however, Queen Elizabeth II reinstated Hirohito to good standing as a Knight of the Garter.

Why did she do that? I find that mystifying, particularly when we consider that Lord Mountbatten, who served in Burma during the war, gave orders that no Japanese were to come to his funeral.

Why did Queen Elizabeth II bow her head?

Initially, when Princess Diana died, the Queen tried to act above it all. No flags at half mast, no mourning, etc. Just discreet silence. This all came at a time when the royal family was deeply unpopular and it looked as though there was a serious chance it might be abolished if things didn't turn around PDQ.

As far as Princess Diana was concerned, the flag was the straw that broke the camel's back. The Palace explained that when the Queen was in residence, the Royal Standard would fly and as there was always a sovereign, the flag could never be flown at half mast. But public pressure mounted and there was press outrage at the suggestion that Buckingham Palace would not fly a flag at half mast. Therefore, the Palace decided to break with tradition and fly the union flag at half mast.

By this point, the public outpouring of grief was a rolling bandwagon and if the press suggested the Queen was not grieving hard enough, she had to be seen to try harder. Hence, the bowing of the head. It would not have been her natural inclination - and indeed, the death of a divorcee is always difficult for the former in-laws. But I guess she decided that, at that time and that place, the monarchy had some serious work to do if it wanted to have a future.
