What is a Congressional District?
An area with largely arbitrary borders that is represented by a federal level representative. Most of them are gerrymandered to give one party or the other an unassailable majority. My home district is shaped like a cross between Maryland and Croatia.

It is done via state legislatures. Careful, under the 1964 Voting Rights Act, many southern states must also get federal approval because of past acts of discrimination.

Like Perpetually Rude Pat up there is saying, a congressional district (the 8th, in your case) is the jurisdiction that elects a member of Congress to represent 1/9th of the people of Arizona in the US House of Representatives. In Arizona, "legislative districts" elect three politicians to the state legislature -- one state senator and two state representatives. In most other states, the districts for state senators are distinguished from the districts for state representatives, but not in Arizona. So whichever of the districts you live in, it will correspond to the district of one state senator and two state representatives.
