The live tissue of any woody plant is beneath the bark. If that is interrupted, the flow of water and nutrients will stop. You've got to get through the protective bark, and deep enough to sever the vascular tissue.

Now... if the association figures you killed it... then they might figure you have to pay to have it down... or the replacement tree?
Becareful here, you may be representing yourself fraudulently. To make the cut 'less noticeable' try to only make one cut, and make it low on the trunk, below where people 'comfortably' would look. Near the ground.

My ex is Filipino and I’ve spent a lot of time in the Philippines. My FIL was part mestizo and had a clothing business.Some of it is the Spanish and Catholic influence. There’s a phrase in Tagalog/Pilipino: “Bahala na!” which is similar to “Que sera sera” in Italian. Basically “Fate will provide”, “(don’t) worry any longer” or even “Whatever!”. “Walang behala” means “without/no worries”. This is a common refrain when faced with adversity. It’s a pervasive resignation and nihilism common to the culture coming from both the Spanish rule and Catholicism. This is generally not a constructive attitude for entrepreneurship.There is also corruption. Anything is available for a price. Laws are sometimes merely suggestions. If you want a gun, though illegal, you can ALWAYS get one for the right price. Everyone I know has one or more.Another thing to consider: all the families who own the dominant businesses in the Philippines are either 1) mestizo (Spanish blood and light-skinned) or 2) Chinese. This includes Magnolia, San Miguel, etc.The Chinese are sort of the “Ferengi” of humanity in terms of being hard-core capitalist/business people.
