No , not necessarily  do not think it usual for for Universities to round up or down to only single decimal value.  Most colleges universities have at least two decimal  places on transcripts and may have three or four.  Since computers  usually calculate GPAs and cumulative GPa s now, the algorithm does know how to round up or dwon correctly. DO NOT  COUNT on your GPA being rounded up to 3.8.  I stopped calculating my GPA when i was working on my second bachelor's degree.  I always made mistakes, and math  is my worst subject. A 3.7821 GPA is an A-  or A GPA,  WHAT IS YOUR PROBLEM?  That is an EXCELLENT GPA.

Colleges don't round up your GPA. If you have a 2.96 GPA then that's what you have. They will not round it up to a 3.0 unless you boost it up to a 3.0 with hard work. You have to earn that 3.0 with good grades and other factors to have the college make it a 3.0. They don't round up
