If you are referring to "persecution", then the answer is yes, but not only in Germany. Jewish people have suffered a long tradition of persecution throughout their history wherever they settled. From the Egyptians/Romans to all of the major European powers, people of the Jewish faith have more than their share of misfortune in history.

It begs the question of "why?", and dependent on your point of view, you may blame the rise of Christianity (And the vilification of Judas) for the latter persecutions (Which hardly makes any sense, since Jesus himself was Jewish), or you may blame the practitioners of the Jewish faith itself for inspiring such hatred against them. Looking at Israel and off-shoots of Judaism like Zionism, I am beginning to think that there may be something inherent in the Jewish faith that goes counter to the ethical and moral views of most societies.

Jewish people have been unfairly portrayed as thieves (Dickens), money lenders (Shakespeare), and generally unsavoury characters in European lore. But it has not helped that their faith has encouraged separation from the rest of their adopted societies, and excused committing crimes against non-jewish people. It does take two to tango.

Simple answer? Yes. He wrote about it in his rambling book Mein Kampf. His whole political career was based on blaming the Jews for everything bad that had happened in Germany and the world, and because of that to them go ahead and eradicate them. The fledging final solution was already in the works before he invaded Poland. Also, it wasn’t just the Jews, it was anyone deemed undesirable or not productive. He murdered 6 M Jews, but he also murdered about the same amount of others that didn’t fit his ideal mold.

In 1941 they had been stripped of their citizenship, denied the right to work most jobs, or even appear in many public places. And they were about to be "relocated" to the east. Purportedly to build new homes and towns, but in reality to be killed. And through the whole process they would be stripped of every shred of dignity they tried to retain. not to mention all their wealth and possessions would be taken, including gold teeth and long hair. So no, they were not as bad off in 1933 as in 1941.
