Very interesting combination! Scorpio doesn't like to be seen. He has his own world where he rules, but on the other hand Leo Moon loves to be seen and be with people and be loved. He is like an actor on stage. Also, if Libra is rising you are a big fan of people and you enjoy being with them. So, on the one hand there are Moon and Libra rising that put you in some great big noisy room, with lots of people where you can show all your talents but at some point you need to be alone with yourself and transform your energy.
