What to wear in Puebla, Mexico?

Shorts and sandals are very popular among young women and teen-aged girls in all major Mexican Cities. Puebla is a major city. Expect warm weather, BUT take some long pants, something long sleeve and maybe a light jacket or sweater for night time. It can get cool at night and weather has been weird here in central Mexico recently. Your sister in law knows what she is talking about. There are lots of gringas in Puebla these days.
We just got home from a visit to Toluca, which is a much more backward place than Puebla and there were plenty women wearing shorts and short skirts, just like here in Mexico City where we live.

edit: Avomatic is right about one thing. Revealing clothes on women are no longer accepted in Catholic churches ( Protestant churches here have always been conservative in that aspect) - the archbishop of Mexico made a decree a couple of years ago that women had to dress respectfully inside houses of worship. Sandals ARE accepted on women of course. They are NOT considered footwear of the poor although the quality and style of the sandal certainly says something about social status.

Why do mexican men stare and smile weird at you?

They think they are complimenting you by showing you attention.But I find it unsettling and some what intimidating.
