It is a strategy that's free for anybody to use: Using others against a common enemy, where direct fight doesn't work or is unaffordable.Americans used the same strategy in Afghanistan against Al-Qaeda and Taliban. The same is being done against ISIS. It was also done against Hitler. Indian kings tried that against foreign invadors long back and then against the British.Sometimes this is fought as a group and sometimes with proxy. It can be used by the bad against good, or the good against evil. Now it's for individuals to select which side you are on. I would say because they did 'negative politics '(a very broad categorisation), the central government was forced to backtrack on stubborn attitude to the issue. It final took RSS's intervention after they realised that the issue could snowball into a major embarrassment for a government which prided itself on nationalism. You can't say one thing and do another with regards to how you treat the armed forces. Which is exactly what the BJP was doing, praise the armed forces in the media, manhandle them in their protests. Finally, only after the RSS intervened did issue get sorted. The RSS was forced to intervene because the opposition was scoring brownie points highlighting the government's hypocrisy. If highlighting the government's hypocrisy is negative politics then we need more of it given the positive outcome for the armymen.

I assume you are talking about "comprehensive immigration reform." In politico speak, this means legalizing millions and millions of people who came here illegally and pretending to do something to also close the border but not actually do anything about that. In other words, "open the borders wide, and to hell with the people already here." It's been decided. Bush is awful on this issue. And the only ones holding out for some border control was the Republican house, which the people voted out. So America will basically get what it voted for, even if it didn't know it. It was widely predicted.
