Easy steak recipes for college student?

It's my boyfriend's birthday tomorrow and I really want to make him his favorite meal: steak and potatoes.
The problem is, I'm not a very good cook. Also, we are moved into our college dorms, so I am limitted to a stove and an oven (no grill). I've never made steak before, so if anyone has any easy step-by-step instructions how to prepare a steak and what seasonings to use or sauces or whatever, it would be VERY appriciated! I think I have the potatoes figured out... i was just planning on baking them in the oven, but i'm open to suggestions for those as well.

What are some cheap, easy recipes for a future college student?

Baked ziti!

Shopping list
Dececco brand ziti/penne/rigatoni
1 Jar favorite tomato sauce
1 Ball fresh whole milk mozzarella
1 disposable large aluminum casserole pan

Parmesan and extra virgin olive oil add flavor but not necessary

Boil Water with a little cheap oil-(veg) other oils are fine too.
When water is boiling add a palmful of salt-kosher salt is best
Add pasta and mix once in awhile
Strain pasta when cooked with just a little bit
Add pasta and tomato sauce back into pasta pot and mix thoroughly.
Add pasta and sauce to aluminum pan
Top with sliced mozzarella cheese (& parmesan)
(Drizzle cheese with Extra virgin olive oil)

Bake in pre-heated oven on 375 for about 8 minutes-until cheese is melted.
Broil to brown the cheese to your liking.

Healthy-easy-cheap recipes for a college student?

A very cheap recipe that worked for me when I could not afford meat was beans and rice. A bag of beans and a bag of rice are cheap, and will go a VERY long way, plus, the beans have some good protein, the dish is filling, and you can make it very tasty with spices, diced onions or peppers, and some stock. When you can splurge a bit, add a little bit of meat, like hamburger, ground turkey, or bacon. (split into quarter pounds and freeze; it doesn't take much meat to make the rice and beans wonderful). I would soak the beans overnight, rinse thoroughly, then discard the water. Then cover beans with cold water add a couple cloves of garlic, salt, and a couple bay leaves, and cook until the beans are alllllmost done. I would (fry up a little meat if I had some), saute some diced onion and bell pepper in a little olive oil, toss in the rice, (cook for a minute), add some spices (cumin, coriander, cayenne, oregano, thyme - it all depends on what taste you are aiming for), add the pre-cooked beans and appropriate amount of water/broth (rice often likes a 1-2 ratio with water/broth, so if I add two cups of rice, I would want 4 cups of water/broth), and bake in a closed pot for 20-30 minutes at (preheated) 375, until the rice is done. Lots of leftovers, healthy, TASTY, and cheap. Had it last night, actually; though my meatless days are behind me, I still very much enjoy good rice and beans as a side dish - and we both have lunch today and leftovers tomorrow too!
