Go to any Barnes & Noble and take a look in their magazine section by the religion magazines, there's the odds and ends of magazines in the New Age field there. Check for the Mermaid Magazine, it's put out in England/the UK, but it'll have companies in it that make tails. You can easily email them and ask about the field/niche market. Yes, it is a niche market, but then so is the Furry Fandom with their full body costumes, which can get elaborate and incredibly professional. While the fairy market is fast disappearing, the mermaid one is still there (though nowhere near as strong as the science fiction market or the Steampunk market with outfits). A lot would depend on what you make the tails from, and if they're able to be used in water.
