No one can advise you on proper or safe diet without knowing what kind of bird it is. If they are feathered, even if they can't fly, just leave them alone. They are in the process of fledging and the parents are tending to them so long as you stay away. If they are mostly naked still, they need to be returned to the nest they fell from if possible.

Contact your local Game Wardens (Department of Fish and Wildlife) for the state that you live in. They will either tell you what can be done or come and get the bird and get it to a rehabilitator so it can be nursed back to health and hopefully released back into the wild. Sometimes the birds recover on their own in a short amount of time but if you watch them for over 1/2 hour and they still seem stunned then call the Wardens.

Does uncooked rice hurt birds?

No, uncooked rice will not harm a bird. You know, even if a bird swallows something that turns out to be indigestible, it can regurgitate it back out. They do it all the time. Besides, many wild birds eat rice if they live where rice grows. The idea that the rice will blow up and kill the bird is false.

Honestly, yes, it does hurt. Feathers have blood vessels and nerves connected to them during most of the course of a feathers "lifecycle". Plucking out one feather could cause your bird to bleed excessively. If you feel a feather needs to be pulled (such as in the case of a broken feather somewhere) only have your avian veterinarian do it.
