When a job applications says 'employers' what does that mean?

It could mean either or both. The applications are meant to be a bit generic and use generic terminology, so if you were employed by an individual and not a company then you would put their name as employer. Though, if a job application says Employer's Name, what they are asking for is the name of the business that employed you - if it is a company name, like McDonald's then that's what you put as the employer name, if you are employed by John Doe, chiropractor, then you put their name as employer..

This a request for character references not employer references so you should not place employers there. You want to put down people who have known you for a while and who willing to provide good feedback on your character. General characteristics might be honesty, reliability, punctuality, intelligence, and temperament. Depending on the kind of job it could also include qualities that would serve the job well such as a sense of humor, organization and neatness, communication skills, attention to detail, etc.

You should contact the people you want to name and make sure they are okay with being contacted to provide the character reference. Business means the place where they work.
