What does tax inclusive salary mean?

I've recently accepted a job and on the contract it clearly said the following;

base compensation (annulised): $64,000 inclusive of superanuation contributions and tax.

Now, few weeks in I've just received my first pay check which says my monthly income is merely $4,039 something which means I've been taxed over my gross income which is $5,333.

So does this mean I've received the right pay or did they tax me over my income where they shouldn't have?
Since after all it says inclusive of tax. I thought inclusive means included?

You need to ask the agency as they CANNOT pay YOUR income taxes legally. They can run the numbers so that your net pay comes to $40/hr, but they CANNOT pay your taxes.....end of story.
